La C\u00e1mara Electoral difundi\u00f3 los datos de las elecciones primarias realizadas el 13 de agosto, que arrojan una notable paridad entre los tres principales contendientes: Javier Milei<\/strong>, Patricia Bullrich<\/strong> y Sergio Massa<\/strong>, separados por menos de 3% entre el primero y el tercero.<\/h3>\n

Luego de finalizado el acto electoral, como marca la ley, las autoridades de las mesas de votaci\u00f3n realizaron el conteo y la clasificaci\u00f3n de los votos, para as\u00ed poder certificar los resultados y luego enviarlos a la Justicia Electoral Nacional, que fue la encargada del escrutinio definitivo.<\/h3>\n

En este proceso, deben identificar los distintos tipos de votos emitidos: los v\u00e1lidos pueden tener distintas categor\u00edas, y contabilizarse de diferente manera en el resultado, seg\u00fan sean afirmativo o en blanco.<\/h3>\n

\"\"<\/p>\n

El voto afirmativo es el emitido mediante boleta oficializada, aun cuando tuvieren tachaduras de candidatos, agregados o sustituciones (borratina), pero el encabezado se encuentre intacto.<\/h3>\n

Por su parte, el voto en blanco, seg\u00fan la C\u00e1mara Nacional Electoral, es \u201cuna herramienta con la que cuentan los electores para manifestar su disconformidad con todos los candidatos y con las propuestas formuladas por los partidos pol\u00edticos\u201d.<\/h3>\n

En este sentido, m\u00e1s de un mill\u00f3n de personas rechazaron toda la oferta electoral que se present\u00f3 a las \u00faltimas PASO, una tendencia que reuni\u00f3 casi 400.000 votos m\u00e1s que en 2019. El 4,78% del electorado eligi\u00f3 el voto en blanco de las internas abiertas del pasado 13 de agosto. Junto con el ausentismo, que tambi\u00e9n aument\u00f3, son parte de un fen\u00f3meno de apat\u00eda electoral que hab\u00eda comenzado en casi todos los comicios provinciales y que fue ratificado en la primera cita electoral nacional del a\u00f1o.<\/h3>\n

En las PASO del 2019, la participaci\u00f3n hab\u00eda sido del 76,4% y subi\u00f3 al 80,4% en las generales. Al mismo tiempo, el voto en blanco pas\u00f3 de 3,4% al 1,6%. Si se repitiera esa tendencia, se sumar\u00edan 2 millones de votantes en las elecciones del 22 de octubre, una cifra que ser\u00e1 definitoria por la cercan\u00eda en el volumen de votos obtenidos por cada una de las tres fuerzas que se disputar\u00e1n la presidencia.<\/h3>\n

Por otra parte, los votos no v\u00e1lidos son los que no se contabilizan en el resultado final del escrutinio. Pueden ser nulos, recurridos o de identidad impugnada.<\/h3>\n

El C\u00f3digo Nacional Electoral establece que el primero de ellos es el que fue emitido \u201cmediante boleta no oficializada, o con papel de cualquier color con inscripciones o im\u00e1genes de cualquier naturaleza; mediante boleta oficializada que contenga inscripciones y\/o leyendas de cualquier tipo, salvo los supuestos de voto v\u00e1lido; mediante dos o m\u00e1s boletas de la misma categor\u00eda de candidatos y diferente agrupaci\u00f3n pol\u00edtica; mediante boleta oficializada que por destrucci\u00f3n parcial, defecto o tachaduras, no contenga, por lo menos sin rotura o tachadura, el nombre del partido y la categor\u00eda de candidatos a elegir y cuando en el sobre juntamente con la boleta electoral se hayan incluido objetos extra\u00f1os a ella\u201d.<\/h3>\n

Por \u00faltimo, los recurridos o de identidad impugnada son aquellos en los que las autoridades de mesa cuestionaron la identidad del elector. En esta ocasi\u00f3n, se debe labrar un acta donde se justifique el motivo de la impugnaci\u00f3n, completar un formulario que contenga las firmas de las autoridades de mesa, insertar el sobre de votaci\u00f3n dentro de un sobre espec\u00edfico de impugnaci\u00f3n, y permitirle al elector el voto.<\/h3>\n

Son contabilizados pero no escrutados en la mesa, y se env\u00edan a la Justicia Nacional Electoral para que determine su validez o nulidad.<\/h3>\n","protected":false},"excerpt":{"rendered":"
