recaudaci\u00f3n tributaria por la mayor formalizaci\u00f3n de las ventas a ra\u00edz del esquema de reintegros del 21%.<\/span><\/h3>\n<h3 class=\"yiv7409174924ydp6329976emsonormal\" style=\"text-align: justify; background: white;\"><span style=\"font-family: 'Arial','sans-serif'; color: #1d2228;\">Las provincias obtendr\u00edan finalmente m\u00e1s ingresos tributarios con la reforma del impuesto a las ganancias y el programa &#8220;Compre sin IVA&#8221;, seg\u00fan un informe del instituto IARAF.<\/span><\/h3>\n<h3 class=\"yiv7409174924ydp6329976emsonormal\" style=\"text-align: justify; background: white;\"><span style=\"font-family: 'Arial','sans-serif'; color: #1d2228;\">El trabajo calcul\u00f3 un aumento de la recaudaci\u00f3n tributaria por la mayor formalizaci\u00f3n de las ventas a ra\u00edz del esquema de reintegros del 21%.<\/span><\/h3>\n<h3 class=\"yiv7409174924ydp6329976emsonormal\" style=\"text-align: justify; background: white;\"><span style=\"font-family: 'Arial','sans-serif'; color: #1d2228;\">&#8220;Debido al fuerte incentivo a realizar compras en establecimientos que posean los medios electr\u00f3nicos necesarios, resulta relevante calcular los posibles efectos de este cambio en el consumo en la recaudaci\u00f3n tributaria del pa\u00eds&#8221;, indic\u00f3.<\/span><\/h3>\n<h3 class=\"yiv7409174924ydp6329976emsonormal\" style=\"text-align: justify; background: white;\"><span style=\"font-family: 'Arial','sans-serif'; color: #1d2228;\">Adem\u00e1s, considerando un escenario optimista con un aumento de formalizaci\u00f3n de las ventas del 50%, la Naci\u00f3n ver\u00eda reducido su coste neto de ambos programas hasta el 0,45% del PIB.<\/span><\/h3>\n<h3 class=\"yiv7409174924ydp6329976emsonormal\" style=\"text-align: justify; background: white;\"><span style=\"font-family: 'Arial','sans-serif'; color: #1d2228;\">&#8220;Debido a que Naci\u00f3n soporta enteramente el costo fiscal del programa \u201cCompre sin IVA\u201d, las provincias y CABA ganar\u00edan recursos con la implementaci\u00f3n conjunta de la reforma de ganancias y del programa \u201cCompre sin IVA\u201d, a\u00fan sin considerar una mejora de la formalizaci\u00f3n de las ventas necesarias para obtener el reintegro&#8221;, se\u00f1al\u00f3 el IARAF.<\/span><\/h3>\n<h3 class=\"yiv7409174924ydp6329976emsonormal\" style=\"text-align: justify; background: white;\"><span style=\"font-family: 'Arial','sans-serif'; color: #1d2228;\">Y se\u00f1ala que &#8220;dado que por la reforma de ganancias las provincias y CABA perder\u00edan 0,06% del PIB de ac\u00e1 a fin de a\u00f1o, si el sistema de Compre sin IVA se aplicara plenamente, saldr\u00edan ganando 0,05% del PIB, dado que por el reintegro cobrar\u00edan un extra de 0,11% del PIB&#8221;.<\/span><\/h3>\n<h3 class=\"yiv7409174924ydp6329976emsonormal\" style=\"text-align: justify; background: white;\"><span style=\"font-family: 'Arial','sans-serif'; color: #1d2228;\">A esto se deber\u00edan sumar &#8220;las posibles ganancias por mayor formalizaci\u00f3n de las ventas&#8221;.<\/span><\/h3>\n","protected":false},"excerpt":{"rendered":"<p>Un informe del
